As we near the end of the 111th Congress and begin preparing for the start of the 112th, comprehensive energy legislation remains high on policymakers' 'to-do' list. America faces several key challenges that raise the question: What are the best new energy solutions, and what is the right energy mix for the future?

National Journal hosts a discussion with featured guests Sen. Mark Begich, D-Alaska, and Sen. Sam Brownback, R-Kan., to examine the future of American energy, sustainable solutions to meet our energy needs, the viability of new energy sources, the problem of energy security and what Congress can do to set America on the path of energy independence.

Making alternative fuel compatibility a standard feature, like seat belts, ends the era when millions of new cars each year are added to the fleet that are locked in to only being able to use gasoline. With 10% of cars at any time being new that year, in just 3-4 years we’d have a critical mass of alcohol compatible cars for filling stations to start racing each other to switch at least one pump to alcohol to avoid being undercut. This is because methanol is so cheap – in 2007-8 when gasoline was pushing $4 a gallon, methanol was at 80 cents. Since it takes about two gallons of methanol to go the same distance, you’re still paying far less - $1.60 – than for gasoline.   Most would leap at the chance to slash their monthly vehicle fuel bills by that much, even if they have to fill up once a week instead of twice a month. And because methanol can be made from a staggering variety of sources – natural gas, coal, or any biomass, its price is can remain low amid the skyrocketing demand that the appearance of methanol-compatible cars would cause.

Doing this is important for environmental reasons - alcohol fuel does not emit smog-producing soot or acid rain-producing sulfur, and if spilled alcohol just dissolves away in water without needing dispersants and is broken down into harmless components by naturally occurring bacteria.

But it’s even more important for our economy and national security. OPEC has 78% of world oil reserves and we have only 3%. We’ve lived through three economy crushing oil shocks already (1973, 1979, 2008), and the fear of more creates uncertainty and retards growth. OPEC restricts production below market demand to artificially increase the price, thus “taxing” us without our consent to the tune of hundreds of billions a year, with no benefit for us.

Morever, OPEC regimes are petro-tyrannies, funding and often arming and training extremist and terrorist groups.    Thousands of Saudi-funded madrassas are turning nations such as Pakistan more and more radical. Read “Energy Victory” by Robert Zubrin.

The health care reform bill signed into law this year places an emphasis on preventive care and wellness. But as clinicians are encouraged to spend more on early detection, many wonder how much prevention will actually save in health costs over time.

The Patient Protection and Affordable Care Act allocates $15 billion over 10 years to the Prevention and Wellness Public Health Fund, which is designed to combat obesity, smoking and other preventable health concerns.

Though working to prevent diseases could cut costs for medication and doctor visits, according to Dan Crippen, former director of the Congressional Budget Office, disease prevention can eventually cost the government more.

Prevention increases longevity, but in the long run, more people living longer means more patients using Medicare, Crippen said today at a National Journal Live Policy Summit.

"The more [patients] you take out of the system, the more that are on Medicare and using Social Security," Crippen said. "They are taking out; they are not adding taxes. That's OK. But it means that we have this dilemma of, we're going to save money but it will cost someone else."

Still, while longevity may present problems from a federal fiscal standpoint, it is proving beneficial to employers. According to Helen Darling, president of the National Business Group on Health, who also participated in today's summit, more employers are turning to wellness programs to get their employees fit. Healthy employees drive down insurance costs, in addition to reducing absenteeism and improving productivity.

Employers who offer wellness programs will now be able to get a refund of 30 percent of the cost on insurance plans, as part of the Affordable Care Act.

"It's an incentive now for businesses to start providing preventive and wellness programs," said Senate HELP Committee Chairman Tom Harkin, D-Iowa, at today's summit. "Twenty-seven years ago when employers began offering preventive and wellness programs, they were not given a tax credit. But what they found was productivity went up, sick days were less."

As the six-month anniversary of the passage of the Patient Protection and Affordable Care Act approaches this week, five new provisions of the bill are going into effect, and Health and Human Services Secretary Kathleen Sebelius is trying to make the case that the legislation will improve health care around the country.

"The bill is designed to put some stability around the existing market... fixing some of the features of the existing market that made health insurance really tenuous for a lot of people," Sebelius told National Journal Editorial Director Ronald Brownstein at a National Journal Live event today.

Despite efforts in the law to cut health costs for consumers, some insurance providers have warned that they will hike up premiums as much as 9 percent because of the legislation. But Sebelius said actuarial reports show that justifiable rate increases should be only around 1 or 2 percent as the law is implemented. Though she said she believes rate increases will be substantial, "it has little to do with passage of the Act and more to do with the marketplace."

But she can look backward, and notice that her law mandated insurers throw in coverage for 'adult children' until age 26, whether they have a job or insurance or not. The Feds decided to play doctor and mandate a free preventive care list, though your own doctor will tell you preventive care items are individualized, and following a checklist is wasteful and results in unnecessary tests which will lead to unnecessary follow-ups and CAT scans, all paid for with our tax dollars and our premium hikes.

Doctors and hospitals who treat Medicare patients have to increase the prices to insurance companies because their income from Medicare is slated to get a major cut. How will these providers pay the rent. So, the insurance companies have to raise premiums, yet she seems unaware of this fact. Sebelius acknowledges Obamas law perpetuates the wasteful, inefficient cost-shifting tactics where more costs are laden on to private insurers to cover the cuts made by federal and state programs. Citizens who buy insurance, or employers who provide it, now have to pay. Sure, we'll have new benefits, but we'll pay a lot more than they are worth! I can't wait till november.

I think too much is being made of the race as a criteria for the upcoming election.  Americans have shown that, in the final analysis, we will vote for the candidate that best understands our concerns irrespective of that persons legislative success up to that point.  He will get credit for wanting to try.

As the United States undergoes the worst economic downturn since the Great Depression, experts say the changes in social climate are what set this recession apart.

Atlantic Media Political Director Ronald Brownstein moderated a panel discussion at the National Press Club today that assessed the results of the latest Allstate-National Journal Heartland Monitor poll. The survey was conducted across the country to gauge how middle-class Americans are experiencing the economy.

A jarring 70 percent of Americans said that a relative or close friend has lost his or her job as a result of the downturn. Brownstein noted in his analysis that those "who responded to the poll from the upper rungs of the income ladder are as likely to say they know someone who has lost a job as are those on the lower steps; whites are as likely to have friends or relatives who have been displaced as are minorities."

McKibben, who will be in Washington this week to advocate action on global warming, said climate talks on both the domestic and global levels have all but shut down since Senate Majority Leader Harry Reid punted on a climate bill this summer. "I think, frankly, the next couple years will be a quiet time legislatively given the likely outcome of the November elections," McKibben told NationalJournal.com late last week. "And we better use that time to build a real movement -- the thing we haven't had in the past."

He says environmental groups should drop green jobs and national security from their messaging strategy and warn voters that the planet is facing a worsening environmental peril, a striking difference from what members of Congress -- especially key Republicans, like Sen. Lindsey Graham of South Carolina -- have favored.

I assume to inform voters about politician’s priorities is a step to the right direction. The planet and climate issues are really very serious matters not to take an appropriate action. I am concern that lawmakers are quite sensitive on public opinion so they might be a bit vigilant what they are going to claim or to practise. To start some real pressure could bring some effort in next few years. I think it is a good way you started to go… Keep on of doing this!

Messages around clean energy, jobs and national security resonated better with people and that seemed to be  confirmed in congress because we saw members that were iffy on climate yet were good on renewable energy, energy security. Many of the things you would do to reduce emissions are good ideas even if there were no climate change, so bringing in the contentiousness and somewhat abstract nature of the the changing climate at some point became ineffective - and yes, heavily funded opposition tended to drown out everything else.

The corollary is that we probably SHOULDN'T go back to talking about climate change and the terrible things that are happening and will get worse if we don't act. We probably should keep talking about clean energy and jobs, not losing them all to China, about national security, enriching Iran and others instead of producing our own energy, harming our economy and endangering our soldiers by sending $1 billion a day overseas for oil. 

Why would focusing exclusively on climate change itself, an issue of top concern to only a narrow slice of the population, be the way to expand our ranks and build an engaged army of people nationally when there is such a strong connection to issues of broader appeal? 

Elaborating on Pat L.'s comment, I agree that Bill McKibben has misinterpreted the situation.  Big Greens as a whole did precisely the right things in campaigning.  Voters were educated and mobilized; millions of letters, emails, phone calls; polls repeatedly showed how Senators should vote if they wanted to respond to popular concerns.  However, in the moments when Senators afforded time to consider climate policy, they feared the Oil & Coal Corporations more than they feared the voters.

The mistake we environmentalists made was in clinging to climate policy when other good options were clearly more politically feasible. 

I've been working on climate solutions for 20 years, eager to support climate policy all this time. Why was it obvious to me but not the Big Greens that good climate policy cannot be won during a recession?

If 9 months ago, Big Greens had prioritized passing the Senate Renewable Energy Standard, we would have succeeded, and we could now be growing the clean energy economy. We’d be expanding the wind industry's jobs far beyond those employed by Big Coal. We’d be increasing the wealth and economic power on the Green side of the ledger - the side in support of meaningful climate policy. In a few short years we’d create a formidable economic force to go along with our people power.

But no. We allowed the perfect to be the enemy of the good. And then we supported compromises so ugly that even die-hard climate activists couldn't support them. 

Immersed in our sense of urgency, have we forfeited the opportunity to make incremental progress?

Maybe not. With enough concerted effort, Big Greens unifying behind an RES could get something done in November. Establishing a national REC trading system, and setting a framework for future expansion of the portfolio are two very important goals, and well worth prioritizing right now.

If we know anything for sure, it is that the climate will continue to change. We will continue to amass evidence of the need for action and strong climate policy. But if we do not take action to win incremental policy changes, we will be back in the same situation we were in 2007, before we passed ACES in the House. 

Which is it? Back to the starting line? Or do we move our starting line forward an increment with an RES?

As president and CEO of FreedomWorks, the political action committee responsible for the Tea Party's Taxpayer March on Washington last September, Matt Kibbe knows something about rallies. And he says he doesn't understand the controversy surrounding Glenn Beck's "Restoring Honor" rally, which will coincide with the anniversary of Martin Luther King Jr.'s 1963 "I Have a Dream" speech.

Though Beck has advertised the event as a nonpolitical celebration of "our heroes, our heritage and our future," the political subtext of a Tea Party-identified rally at the Lincoln Memorial on Aug. 28 is ripe, and some civil rights activists are furious -- including Al Sharpton, who has a rally of his own scheduled on the National Mall the same day. FreedomWorks, also hosting a PAC forum this weekend, has promoted the Beck rally and supplied volunteers.

Kibbe spoke with NationalJournal.com about the event, its surrounding controversies and its potential ramifications on November's election. Edited excerpts follow.

In an interview on August 2 in his spacious office in the Capitol, the bespectacled lawmaker made it clear that he thinks that President Obama has steered the country in a far-left direction, out of step with voters. So it's a safe bet that bruising clashes, especially over domestic policy, will follow if McConnell becomes the Senate's top leader -- at least until both sides decide that it's in their interest to compromise. Such deal-making took place in the 1990s after President Clinton was confronted with newly installed Republican majorities in the House and Senate. But given the level of partisanship in Washington and the anger in the country today, bipartisan deal-cutting is hard to imagine. McConnell also defended his party's stances in policy battles with the White House over nominations and on legislation dealing with the oil spill in the Gulf. He also explained the strong opposition of most Republicans to the nomination of Elena Kagan to the Supreme Court.
